The person operating the boat at sea (other than a boat with an engine of up to 7.35 kW and up to 7 m in length or a water scooter for which he must have at least a knowledge test for boating) must have a boat qualification certificate. A person handling a boat of up to 12 meters in length must be at least 16 years old. A person who controls a boat or a boat of length over 12 meters 12 meters must be at least 18 years old.
An applicant who wants to pass an exam must be at least 16 years old. Application for entry to the boat leader examination with annexes is submitted to the Administration.
The examination program determines the theoretical and practical part of the examination, which lasts thirty minutes. Theoretical part is performed orally and consists of examining knowledge from all subjects of the exam program. The practical part of the exam includes the subject of the rule on avoiding collision at sea, terrestrial  navigation, determining the position of the boat, nautical chart, reading and using them, determining the course of navigation, measuring the distance and type ropes and their use with knots.
